ATS 7.1.3 Could not parse line

After upgrading from ATS 7.0.0 to 7.1.3 I cannot set 3 parameters from
records.config anymore, I have to set them manually by set config.

Some context (maybe it is relevant):
Both versions are built on ubuntu xenial(pbuilder) using modified
debian/[control,rules] files from sid to satisfy xenial package versions.
7.1.3 is built without documentation. (some weird unresolved python-sphinx
errors).

I could some help, if possible. Thanks in advance.
